As the self proclaimed king of godzilla knowledge this really depends on the godzilla. if this is the heisei era your fine unless its 1995 because there is a good chance the air would get disintegrated then the world blows up. if its the monsterverse then unless its 2019 you'd be fine living in pretty much anywhere except America or Hong Kong. if its the showa era you'd be fine anywhere besides maybe japan. if its millennium era you'd be fine out of japan. If its final wars then your dead no matter what you do. if its the OG film in 1954 you'd be fine out of japan. if its shin youd also be fine out of japan unless the japanese military fails then youd have a apocolypse.

I don't think anywhere in Godzilla is safe tbh. Monsters like Rodan, Battra, Kamacuras, and Megaguirus can fly anywhere. Ghidorah, Gigan, SpaceGodzilla, and Monster X could attack from space. Baragon, Anguirus, and Zilla can tunnel under any theoretical walls that are built (though they'd be destroyed anyway). Megalon can attack from underground. The ocean is home to monsters like Ebirah and Manda. Hedorah is attracted to areas of pollution, and Godzilla sometimes attacks cities for sources of radiation. Monsters like Biollante and Destoroyah are directly our fault.

Remember the difference in normally holding your breath and holding your breathe if you suddenly appeared in Bikini Bottom would differ, (we'll take out ocean pressure as we dont know how much it would be) but otherwise you would likely hold your breath assuming you tried your hardest till you body full on took control away. If you do it now, you typically stop around the discomfort to early pain in your chest level, but underwater in a true life and death you'd make it longer, though of course not much.
