Egghead is the Lucci bullying arc and even in the manga another humiliation happened to him last chapter. I'm sure he's starting to regret that possible failed awakening he could have had. In terms of luffy with toon force, it's both yes and no. It's more of a toon force(lite), yes he has toon force capabilities, but it's much more limited than other toon force users. Most likely to keep luffy from being COMPLETELY broken
