The amount of bacteria in the pipes is due to old and rusty pipes. If you replace the pipes with PVC or any other hard plastic, then you will see a massive fall in the amount of bacteria. Also the way water-treatment is done is taking into account where the water comes from. Since most of US's water comes from the surface there is a lot of other bacteria than countries using underground water. The most effective way to kill bacteria living in water is boiling it but that is very very expensive. Second best treatment is UV-radiation and/or chlorine treatment. At the same time those two kinds of treatment costs very little in comparison to boiling. Mostly all water-treatment around the developed world use UV-radiation and filtration just as Trace said. But when it comes to chlorine it is almost only a method used when treating surface water. Oxidizing can be used instead or with chlorine and is more cost effective than chlorine treatment, however chlorine treatment is almost solely there to kill bacteria while oxidizing is mostly used to remove heavy metals. Im sure the US use both methods of treatment, but in Europe, Russia and alot of other countries doesnt have to use chlorine since we use mostly underground water. There is also filtration systems they are working on in Singapore(they got some of the most advanced water-treatment plants) along with european countries where they made some ultra fine filters that zero bacteria (we know of) can get through. Overall good video, covers the basic "production" of our tap water and also some information i had to look up.

Well if you've got copper pipes throughout your home; the copper will kill a lot of the bacteria on contact. Not all the bacteria of course; but a substantial amount. Home-builders have switched from copper to plastic tubing in the last ten years or so. Mainly to keep cost down. Copper is going for a pretty penny these days.

+Spirit and still it's suggested for parents to not use fluoridated water in baby formula. there's the issues with the fact that it only works on teeth TOPICALLY on teeth but when you ingest it, it's toxic and the fact that it builds up in the body with continued ingestion. it's in our drinking water and in any foods processed with fluoridated water... by all means encourage people to brush with fluoridated tooth paste but don't add it to my drinking water without my permission. fluoridealert.org/issues/
