Second as a reanimation the Raikage power is reduced from when he was alive and the fact that he brushed off Naruto most powerful jutsu, the same jutsu Madara didn't want any part of is a testament to the Raikage power.

in fact of power? yes,but rasengan is the one of the easiest jutsu,even naruto when was little and have problem to control chakra thank to his large reserve and ninetail messing around ,while others have to learn better jutsu,pla around ecc,naruto have already learned a jutsu which only drawback is chakra consumption when his reserve are already absurd, is like somebody were to say "i am the best warrior" with a sword in hand,and you come in a fucking tank
