As far as I can tell it comes from them being comissioned military uniform from Napoleonic times to about WW1, so it became associated with the "brave dashing solider" archetype and therefore fashionable for those who wanting to evoke that and could afford to be so bold in fashion (working class people at that time wouldn't be so likely to wear or even afford styles/colours that weren't practical and easy to keep). Because the working class weren't wearing it, by process of elimination i guess it just morphed into an upper class identifier. Hilariously, from what i've read apparently there was a bit of a culture war when scene kids and hipsters adopted coloured skinny jeans, so the poshies in their red chinos or corduroy were morally offended by the ruby coloured demin of the middle class
