If you watch most good sabers, they are more likely to use their dash first, so they are close enough to activate their skill 1 before ulting. Whereas the bad ones activate skill 1 first, which means they enemy has time to either kill you, or for your target to escape And no, Kazuki didn't mention it which is why I put it in the comments.
