Hotkeys i would guess. They act probably Like Minions, Like chen or Visage. So He used the hotkeys for the Minion spell (in that Case) silence and voila.

How did you cast Silencer's ult at 15:53? You didn't select him. And as far as I know there are no commands to cast quitter heroes spells, am I wrong?

you can assign number to controlled units by ctrl+1, 2, 3, 4 etc. He probably assigned silencer to some number and pressed it then select it and cast ulti. İts simple like this: Press 2 + R. its like miliseconds to do that.
