He actually used to regularly so it as a fake out back in WCW usually when going into the ropes, sometimes combining in to some other move if the opponent was nearby. He has also used it as a dive fake out too, both in WCW and WWE. As far as I know he didn't start using as an actual offensive move kicking an opponent kneeling on the ropes until he went to WWE.

The first time I saw Rey do the move, it was more of a defensive move when his opponent tried to throw Rey through the ropes and Rey did the spin and went back at his opponent.

Saw Rey mysterio (favorite growing up) LIVE at the wwe arena when the rock had his birthday and made his comeback for a night to WWE. It was insane I remember that so vividly as a kid. Mark Henry pulled up too it was insane he was a beast of a man. John Cena and the rock had a whole feud it was so cool. Seeing Rey mysterio tho and wearing one of his masks as a kid in the crowd is one of my favorite memories. So dope to see him now!
