What would happen if the leads were hooked up wrong on 240v self reg? If someone put a hot lead to the ground shield and ground to one lead?

I'm guessing this is not really tailored for households? ReadyTemp is excellent for household hot and cold water pipes to prevent freezing.

Houston is going to be at a below freezing and I just finished wrapping the incoming water pipe with a sample a salesman gave me. Will keep the piping from freezing. I need to see if Raychem has a market for the homeowner using the same product.
