Having economic and security cooperation is important both for ethiopia and somaliland. However, somaliland consist diffrent clans. When british come in to somaliland, British colonial system signed agreement with each clan, and finally give freedom to each clan, not united somaliland. Therefore, it is better ethiopia to approach somaliland through clan based cahnnel. Every clan has the right to use its land and other natural resourses for its own benefit. If the MOU does not have the acceptance, and is not benefitting to local land owners of Gadabursi it is impossible Ethiopia to get acess to sea.
