I feel TDD kinda forces you to do tasking naturally, since you test behavior by behavior

Yeah, I guess the process for people who already do TDD is kinda automatically happening - they do tasking so quick that could happen in their head. But for starters, I find many people struggling with where to start. Breaking the big requirement into bite size can help them to understand the process more. Once you done several times, you don't have to have an extra step.
