Some of them can't compete because of Russia invading their country. And lastly it was an INVITATIONAL event so they decide who will compete there or not. I think the main reason is that they didn't want to support the war through taxes from what players would earn. Also, it would look bad for them that they invited Russians. Also, some of the countries have banned Russians from entering.

And they did play in Belarus i think. They should give them their earnings.
