Can you do a Monte Carlo Excel simulation for any presidential election based on the Electoral College votes?

Monte Carlo simulations show inputs and outputs when there is one or more random variables in play. Whether a state is blue or red is not random. CA, for example has been blue for many years. An Electoral College vote could be simulated but I would only simulate randomness in the swing states.
