Yes, assign your partner 85% and close the game on the ending cutscene. Switch the role and repeat.

I didn't watch this video but I suspect that in order to access as of yet unreleased vehicles the Rockstar Terms of Service must have been violated on your part. Breaking the rules hurts everyone, including me.
