Did you get the email from Amazon stating that your Amazon account is deactivated because they need additional information like Electricity bill, gas or pipe bill. I had the same issue so I tried to edit bills of other persons and submit but I failed. I suggest to accept your fault and get a new connection of internet on your name. After one month send original bill with accepting your fault. It worked for me.
I wrote appeal in my own wordings first accepting my fault and then saying that I will try my best to comply with your policy.

How do I reactivate my account?
To reactivate your account, please confirm that there is a valid credit card on file and provide the following documents in PDF, PNG, JPEG or GIF format. The documents must be legible, authentic and unaltered, and contain the required information. We do not accept screenshots. The name and address on the document must match the information entered in Seller Central.
- A business licence if applicable
- A utility bill dated within the last 90 days for piped gas, natural gas, electricity, piped water, mobile phone, fixed-line phone or Internet service with your name and address visible.
