I have both medallion pieces but am yet to go to the lift or even activate the site of grace up there yet the portal is unlocked for me here & from the looks of it there are several ways to activate such a simple portal 😯

I don't know why but in my first playthrough I was able to use this portal even before goign to raya lucaria and going into altus plateau I did Radahn right after godrick and was able to use this teleporter

its kind of difficult to help. All the information you give is just a complete contradict to the video's content, which is basically like saying "but why is 2+2 not 4" it is but there is just something different going on in your playthrough. Give more information like, what area's you've explored, which main bosses you've defeated or anything that could help the reader help you. At this point the one who knows the most is you, so the best advice i can give is keep playing and exploring until it does activate. After all that is how the devs indented players to do it
