Lens filter is greyed out. Cannot add filter. Please explain how to add this filter and how to activate it. Is not working just simple as you show here. How do you enable it?

If the filter is greyed out it usually means that you don't have a compatible layer selected in the Layers window. For example if youadd a Curves to the image and select that, you will find most of the filter menu is greyed out. Another example is if you have a layer mask selected in the Layers Window the Lens filter will be greyed out. The filter should be available when you have an image layer (one based on pixels) selected.

Do you perceive a benefit to editing this way rather than making the original layer a smart object?

Having the lens flare or similar filter on a black layer means you can copy ot to other images. More importantly you can then adjust only the lens flare so you can reposition and distort it as well as do things like change it's colour and saturation.
