for getting theta, why did the negative -4.7 become positive in the fraction 18.1/4.7? shouldn't it still be negative?

The negative represents the direction of the vector, not the amount.

is it possible, for example, if its 30 degrees E of N, would you switch it so cos is y and sin is x? this is actually correct but I don't understand why they are switched.

@@salty_8840 Yes, in certain cases you can switch the sin and cos. It has to do with the orientation of the right triangle.
