How to adjust forklift breaks!

Hey Matt,i started working on a forklift to replace the wheel cylinder which was leaking badly Friday and i tore everything down but by that time it was time to go home, gonna tackle it Monday,im pretty sure i didn't see a little hole where yours is at, any ideas how to adjust the brakes if this hole is not there? I have done plenty of drum brakes and im used to seeing that hole and maybe because it was late i didn't see it on this one, i'm working on a Toyota forklift (8FGU30) , also, what would cause a wheel cylinder to just leak like that? it seems one side got hung up and the other just came out too much and that was all she wrote,does that even seem possible? thank you for your time.

Either seized or adjusted all the way out and it's time for new brakes

this is the same mechanism that most golf carts use.
