Great video! If I took off my tie rod when replacing another part ,is that going to change my toe angle, should I get an alignment?

Yeah, you probably should, did you count the threads (how many turns it took to take the outer tie rod off) ? Or did you measure the threads ?

Would toe in or toe out cause steering wobble? If I turn then let off the wheel once it straights out it wobbles from left to right until I grab the wheel again.

Does the surface have to be level for toe adjustment

To adjust the toe you shouldn’t need a level surface since all you’re doing is changing the angle of that wheel. Doing an actual alignment on all 4 wheels at the same time is another story.

When adjusting the toe, do I just adjust one tie rod or adjust both tie rods? I would think it should just be one tie rod but not sure. Also, does it matter the right or left tie rod?

Each tie rod is for each wheel. They are independent of one another when you’re adjusting toe.
