Just on the last part its not any garda station , Which ever is the nearest GNIB office you have to take an appointment throgh website and can go, While you enter in the country you inittially get 3 months visa at the airport and than book an appointment for a GNIB office and they will stamo you visa depending on your validity and will issue the card.... Critical skills permit usually takes 2-3 months. It depends on your employer and when they send it for processing. For residents permit it normally takes 1-2months. Please keep in mind due to covid situation the processing time might vary.

Yes, you can apply for dependent visa. It's better to keep some money in both your accounts just to be on a safer side as you would be asked for both of your bank statements.
