No. You need valid QID to apply from metrash2. Google on how you can apply for PCC from outside country and you will find lots of credible sources/info.

Hello. My husband needing a Qatar PCC. He is applying from India. He does not have a QID. Therefore he cannot apply through the App. We were trying to apply through mail. Collected all the necessary documents. As per the requirement we are suppose to send 50 USD, which we cannot send through any of the mail agency. As per them it is not allowed to send the money in such a way. Is there any other option in this situation? Looking forward to some info from you. Thanks in advance.
