friend did you watch the video? haha! the rwanda tuition scholarship is for undergrad and you pay the application fee is when you submit it at the end. For graduates, you do get stipend while you do your research but that's not covered in this video.

@@Hawkes-Moce Thanks. ik that on the common app you can get a fee waiver, then don't pay for any school applications that you submit through the common app. They do require bank statement and such but i don't have the details.
