Same logic of how it can be cancelled by stuns, sleep or hack itself if timed well, especially with the delay casting EMP now. There was a time where Sombra was more meta and Fitzy got so many unlucky EMPs where the enemy Sombra happened to EMP the same time, and it was up to chance which one was faster by a hair and would cancel the other - more often from what I saw Fitzy would get the short end, and alongside stuns cancelling EMP there was/is a running gag of the cancelling called being "apag'd" as Sombra's line gets cut off lol

Well, EMP has a cast time of .7 seconds, in which the ult can be cancelled entirely. The game also has very small "grace" periods to factor in ping where the ultimate either won't be used at all, even if you hit Q but get stunned .1 second after registering the Q key being hit, and the EMP will still go off .1 second prior to the cast-time completion, however she still would be stunned/hacked after, effectively making it possible for 2 Sombras to EMP each other and their teams. Also factor in ping, leaving him window of .5 seconds under ideal circumstances. What Fitzy did here was, he knew the enemy Sombra was going to EMP, he saw her throw the translocator into his team, which teleporting has about .2 seconds to be able to teleport and use an ability, giving him the perfect amount of time to initiate his EMP about .2 seconds ahead of the enemy Sombra allowing him to cancel her EMP while landing his own.
