There is a simple way to avoid other cops being hostile at you, if you select the "Highway patroll" actor instead of "Police of LS" the cops won't agro at you for some reason. You will also have a gun in your holster, witch is not a thing in the "Police of LS" actor. But they will still get hostile at you if you bump into them or somehow make them fall over. They will NOT aggro you when you shoot them for some reason, only when you bump into them.

U can listen to the dispatch in story mode and then u can mark the waypoint that dispatch sends u in story mode and then find the suspect and there u go u now have a chase! Thats how u can be an officer in Story mode not just LSPDFR

hey do you know how to get police back up? here ill show you Step 1: you need a police car (any police car) Step 2: you need to put the police car in your garage Step 3: you go on director mode and go on the Emergency Services Step 4: You need to pick the highway patrol and you need to find the one with a blue tie And step 5: you need to put your wanted level on low and they wont shoot you! hope this helps :D
