15 or 16 is a good age to start practicing. Honestly, during teenage your voice is going through a transition but you may try cartoon voices, different voices.

First, Figure out which language you are comfortable in. Second, if any regional language you know that would be great. Create few samples in those languages. Listen to a few Audio Books on KZbin/Any App. Then make your profile on various freelancing websites & look for work.

There is a very good scope in dubbing for regional languages like Tamil, Telugu, Kannada, Marathi. Well, I can suggest you do a google search of recording and dubbing studios in your region. Contact them with your voice sample. See dubbing can't be done from home. It needs to be done primarily in the studios.

Sir, there is no such course for Vo training to my knowledge.Fer=w independent artists hold their Voice Over workshops. You may search on FB "voice over groups".But in my opinion, just identify the type or genre where your voice is most suitable. Then practise that at home.

Well, tone depends upon the script. Recently, I voiced a character for a US animated movie.The director have specific instructions like tone should be calm yet authoritative.
