Burlap will not work. Your best bet is to order it. Hatsupply and Judith M stock it.

You will probably have to stiffen it with a commercial millinery stiffener designed for wool.

Traditionally, yes, but you can move it anywhere you want. You'll just need to adjust the wires as they attach to the headband.
