How to boot hp 1000 laptop and install windows 10 lite version

I have a hp 1000 same as your laptop. Legacy is enabled and secure boot disabled. In boot settings in bios there's no boot from usb option. But there is boot from usb diskette in boot order. I moved it up but it still won't boot from usb. Please help me . Thanks
