When I lived in PK I noticed how obsessed our people are with plots. I heard this word so often, plaaat, plaaat. The way cows go 'moo' our people say 'plaat'. Due to the issue you mentioned where people are buying for the sake of buying and never building it's resulted in much of the country being underdeveloped. People should be forced to build on land they purchase within 10 years or have to give it up.

In the UK and the US they first level the ground fully, lay the drains and the sewage works to clean the sewage, lay the electric cables, lay the water pipes, lay the gas pipes and the telephone cables and broadband and build the roads before they sell the plots for construction. Or else the council does not give planning permission. And the building control does not pass the site. Each house needs enough land for two off road parking spaces. In Pakistan they do not level the ground and the houses are built on cliffs and many fall off the cliff in an earth quake. There are no drains and it turns into a tip. There are no maintenance facilities and infrastructure to maintain the site and the shared infrastructure. It costs more to bring gas, electric, water, phone lines and broadband to the site than the value of the plot. There is more money in commercial properties in Pakistan than residential. Make sure you get a good solicitor and do the paper work properly and buy the right stamps for stamp duty and pay the taxes and register the land with the tax department and not just with the land registry. So if fraud is done against you, it is recorded in multiple departments that you own the land and have paid the taxes for it, so that you could prove in court that you own the land. Get your solicitor and your self to fully check all the conditions and the maps and the easements. Make sure that there are no hidden service charges. In Pakistan they need a fully automatic online transparent land registry system like in in the UK and the US. In the UK and the US they do not have patwaris and tasildars. The land registry is centralised and if a lawer commits fraud they get struck off and can no longer be a solicitor. The government does the ordinance survey map and all the land registry maps are based on the ordinance survey map and have exact measurements, dimensions and the North pointer.

Pay taxes and therefore you have tax records to prove that you own the land too. Record the land with the tax department and pay full stanp duty. And stand your ground in the court. Write plenty of complaint letters to every department at the highest level. Use the media to name and shame too.
