Hi, you have cover in each side of the concrete. Therefore, the length of the bars would be the length of the slab minus two times the cover (L-2*cover). The rest of your explanation is perfect.

I also think clear cover should be in both end. Left side & right side. And also for top & bottom. So length of bar= (width - 2*clear cover) or length of bar= (lenght-2*clear cover)
