If I want to change again, and the 3 dots to reappear, I must wait for 1 year after the date of my first change. This is Google's rule. My advice is to create a new Google account, and then change the country location.

I have followed the instructions as best as I can and tried several other guides as well, it has been around 13 months since I last changed my google play country, and I have a pre-existing payment profile set to my country. Even with a vpn, and even when I clear all storage and cache from google play, the country I want to change to still doesnt show up. Do you have any idea how I can solve this? (also I've tried restarting my device but same problem)
