We using a pipe, with a small funnel and then some tape to fill the filter up prior to installation.

You can fill up filter with fuel and bleed the system before starting.

Don't you think its better to do it every 16k?, why not, it only take a few bad fills of fuel and if you do it yourself cost a few bucks, plus it helps the fuel pump. Just a thought :-)
