I have a 3 gang surface type power outlet. Is it okay not to use the middle screw for the ground? If ever, how will i attach the ground wire and what gauge of wire should i use for the ground?

It is for grounding just like a third prong in a plug.

It will be best if you use 14 to 12 gauge royal or flat cord for your welding machine

Yes, you can use 2 wires but it is better to have the 3rd wire for grounding.
