If X person is already holding an Visitor visa then technically X person is NOT eligible for any of the Canadian company to give an interview because before the interview HR must ask about X person status in Canada 🇨🇦. As X person status in Canada is Visitors Visa then definitely none of the Canadian based employer will entertain. About Falgpoling, there is no need of it because X person won’t get any Offer Letter from any of the reputed employer, if he won’t get Offer then obviously no need LIMA and NO need to go for Flagpoling. If the entire process is simple as you explained the every one should come as tourists Visa and HUNT the job and get Work Permit. Then Why Canadian GOVT have Work Visa separately.
