You forgot to mention, to make a backup, after changing the number, because the Cloud backup is associated with you'r old number, so you won't be able to restore you'r backup after reinstalling WhatsApp.

check for RCS feature, if it is disabled you cannot receive messages. check you are using the correct number. also, try installing google messages and setting that to your default, make sure to enable the rcs switch and then try.

one whatsapp account can not be used on two devices. Then why there there is same whatsapp on mobile and on web.

I'm not sure about all the technical details, but it has to do with the QR Code you scan on Whatsapp Web to connect your PC to your phone. I think it uses the phone as your main device and the pc somehow syncs through the phone to get your messages (if you haven't logged into PC for awhile, it'll take a few seconds to retrieve all the new messages). When you log in through the whatsapp app on phone, though, that is like logging into your main account, and that's only limited to one device. It might be possible to access whatsapp on another phone through the browser (whatsapp web), though. Disclaimer: im not certain about any of this. This is just how I explain the difference to myself)
