hello, no problem. here's the answer as far as i know: It depends on the number of times you had "enjoyed subsidy". If you had not applied for a BTO before, but you had taken the CPF housing grant for your current flat, you may apply for the BTO as a "second-timer". Do take note that you will first need to serve the 5-year MOP before you are eligible to apply for a BTO. You will also need to pay a resale levy (from $30-50k, depending on your flat size) in CASH, upon the sale of your current HDB flat.

yes, i think it's a good idea to right size. can use the spare cash to do things you want like traveling or something. if your 4 room is around 14 years old, it's also a good time to sell. because, if already above 20-25 years, will be more difficult to sell.
