She's right because using a concealer thats too bright for your skin enhances your dark circles instead of hiding them. However i wouldn't recommend applying concealers darker than your skin shade as that pretty much defeats the purpose of it. Maybe go for concealers that's closer to your skin shade but a tad bit lighter for an evened out skin tone, or try using colour correctors
