Lately, consultants are recommending against Ontario due to more difficult in getting PR. Another province to eliminate is Quebec due to its French requirement in many jobs.

It isn't like Ontario isn't giving PR, but it is getting tougher by the day, on the other hand cities like Alberta, have easier PR processes, add to that lucrative comissions from colleges, makes it worthwhile for the consultants

Not for PR, but for your CV. You need at least 1-yr of Canadian experience for Express Entry (CEC).

Well, Harvard is nice. There is a pending lawsuit in US Supreme Court against Harvard University because it reduced Asian applicants' admission scores arbitrarily so students of other races with less qualifications can get in.
