What if the manual does seem to have authors listed? "Organized by John Doe" Would we then list these authors, similar to a book reference?

Consulting your specific institutional guidelines will be the best way to be 100% correct, but my recommendation would be to list the authors as and where they are listed as you would with a book reference. The reason for an organisational author in the case of a manual is because often they are produced by an organisation and not any named individuals.
