A lot of time when my push mower would be running like that if it either cleaned or replaced the air filter it would correct the issue.

I've had that happen as well. The air filter on this one was clean. The carburetor was just filthy from years of use. This mower has a lot of hours on it and I don't think its ever been taken apart.
