How to Clean Window Weep Holes and Window Tracks

I am in the middle of a condo project. I wish the contractors would provide homeowners information about maintenance.

May have a sponge like material that’s called a a sill or weep hole baffle. It’s not junk or mold

Mine has a type of spongy foam in it (on purpose)
