sir please help me i want to transfer my college,i have my medical certificate too but my current principal is delaying my transfer by stating that there is a circular regarding college transfer which is released 6 months ago i am on too much stress and pressure the principal is acting like he will spoil my career please help

but my present college principal is not accepting my request simply delaying the process by stating a circular is there and saying he need time to find the circular and even not accepting my request letter and i got NOC for acceptance from the college which i want to study plus i have my medical certificate
