do you have to equip the staff to loot the cinders or just have it in your inventory?

I believe that you just need someone in the raid group to be on the quest "Time Grows Short" in order for the Cinders to drop from a boss and be eligible to loot them, but I'm not actually 100% certain. I've personally had the staff equipped the whole time.
