Review papers are published and accepted in reputed journals by experts in the respective field...it is very unlikely for a newbie to publish review papers in the first 2yrs of PhD. Rather students should aim to publish their experimental results from 2nd year onwards.At the end of their PhD if they gain enough experience on the field,they can think about review papers.
