Yes. Right click on Windows start button click on settings, click on accessibility, click on visual effects. In front of transparency effects toggle the button to on. Now apply any colorful wallpaper.

It's not resource intensive as it doesn't run much in the background except windhawk . Mostly changes the styles and color schemes by altering the json files.
