How to configure Onshape decals for localized warning stickers.

Yes! Decals are available in the free subscription, as well as all of the paid tiers.

I haven't taken decals for a spin yet, but I'm curious about whether they work with DXFs. I'm entirely in the 3D printing world (for now) so for logos I draw them in Inkscape then bring in a DXF, for access to the wires in the geometry to create solids. From the videos it seems the feature is limited to plain graphics but it would be really cool to use this workflow (including constraining size and aspect ratios) for a DXF. Also - offset surface and the new offset curve seem super useful and I am looking forward to keeping them in mind. I enjoy trying to challenge myself to use dedicated features rather than slapping another sketch on the problem which often ends up with a feature tree about as sturdy as a Fabergé egg, haha. I wonder if there are some good rubrics one can follow for when to reach for a sketch and when to think in terms of curves and surfaces instead?

Decals - they are intended and were designed for the workflow of applying a png/jpg image as a single entity for visual representation of a warning label etc, rather than anything more fine grained like a dxf that you use for modeling. There are other use cases we could cover in future, but for now this is the intent.

There are some great tips in the learning center for efficient and robust surfacing techniques I'd take a look at. The more you can utilize robust curves rather than more fragile edges produced by other projected sketches, the better. There are some very nice tutorials online for general "golden rules of surfacing" that apply to all surfacing applications too.
