honestly I do the same steps for three different laptop chargers but I discovered that the volts under 8 volt not stable and can't operate or work any load its like pulses volt useless , not stable > in other side the volts up to 12 volt is good until 30 volt .

the companies of electronics know that tl431 has range up and down 10 volts from the basically its product volt ( 10 v----- < charger volt > ------- 10 v ) . i suggest to try this modification with charger 9 volt 2A it will work successfully 100% . depend me
