You may have to create the effect without the photos and export as PNG or add the final file (as a flattened layer) to your Adobe CC Asset Library.

Photoshop doesn't have a free copy, however you can make use of the software during the trial period or use an Open Source alternative such as GIMP which is available for free and works very well for all Operating systems

How do you make the back ground pop over the blur rectangle ?

I think he just literally cut the rock out from the background and placed it in a layer above the rectangle (or a copy of it at least).

It would have been much easier if you did that outer line to be > Outlike Stroke or Inner Stroke then settings inside this > gradient with offwhite/white to transparent. Try it you'll see what I mean.
