I know this comment is old, but to help others. First, at the time of writing this, SSIS only works in Visual Studio 2019. Second, you need to download and install SQL Server Integration Services Projects. One way is to create a blank project (without using a template). In your blank project, go to "Extensions" at the very top, on the same bar as "File", "Edit", "View" etc... Then select "Manage Extensions". A window will open with a search bar (on the top right for me). Then type Integration and you will see the option to download "SQL Server Integration Services Projects". Click download and it will take you to a webpage and download. Then install it.
