A public module contains variables and functions that could be accessed by any one, or from any part of your program. A public class means that any programmer or any part of your program could create objects of that class and use them. In a module you could use a function right a way. In a class you must create an object first, and later you could use a method for that object.

There are de-compilers that convert your dll to C# or VB.NET. You need to perform OBFUSCATION on your dll. Such software is usually expensive. Check wikipedia for that.
